Job Description

WorleyParsons is recruiting a Senior Materials Controller to join our Oil and Gas project delivery operation based in Aberdeen on a contract basis.

Role Overview:

Leading as part of the material management team responsible for all project material control activities to support execution of project schedules. This shall include development, implementation and monitoring compliance of processes and procedures; ensuring accuracy of databases; materials are receipted, bagged, tagged and issued in accordance with Company policies, procedures and in compliance with all HSE and any legislative requirements. Co-ordination of all Warehouse, Shipping and Logistics activities. Inventory management and reconciliation. Ensuring Legislative and Regulatory requirements are being met.

Key Responsibilities:

  • Work in accordance with project material management and trade compliance plan
  • Accountable for development and implementation of Material Management Procedures both onshore / offshore and periodic review as part of Continuous Business Improvement
  • Develop with material demand streams to ensure commodity coding process is compliant with business requirements;
  • Initiate Company materials database requirements at commencement of Project and ensure accuracy is maintained and fully updated throughout life cycle of Project
  • Understand and develop Project Materials Management reporting requirements at commencement of Project and review requirements at key stages during Project execution
  • Utilise established material management tools and systems to provide material status during planning, execution and post-execution phases of contracts. Ensure accuracy is maintained and fully updated throughout life cycle of Project
  • Develop appropriate Material Management readiness KPIs
  • Document and enforce the processing of site material and plant and equipment requests from front end demand identification through to final issue or disposal, interfacing with the wider SCM team
  • Set up and functional layout of Warehousing ensuring safety of all personnel or visitors, flow of Goods In / Out, appropriate segregation of material including Quarantine, Dangerous Goods etc
  • Set up and ongoing management of Offshore Stores provisions including areas with agreement from key stakeholders -(Offshore SMC / OIM / ODM / Offshore Construction Manager)
  • In consultation with Construction Lead, Set up of min / max levels of padstock and consumables, agree contingency provision on bulk requisitions / jobcards, agree jobcarding strategy in relation to materials
  • Develop agreed shipping strategy in line with Project Plan and available vessel or site space constraints;
  • Shipment Planning - Ensuring thorough preparation is in place in line with Project Plan for all materials stream availability to execute scope in a safe and cost effective manner
  • Set up offshore purchase request mechanism - system driven / paper based / e-procurement tool
  • Ensuring regular cycle count schedule is completed in timely manner and findings are transparent and OS&Ds are fully investigated and closed out. Ad-hoc spot checks to be undertaken
  • Ensure Right First Time approach - Right materials at the right place at the right time
  • Develop control processes for Hire Plant and equipment including audit of write off costs
  • Determining requirements for third party inspection requirements (e.g. rental plant and equipment)
  • Responsible for providing accurate manifests in accordance with project material management plan and trade compliance plan and legislative requirements
  • Development of material disposal process in conjunction with client disposal strategy in accordance with project material management plan and trade compliance plan requirements
  • Represent the SCM team in meetings and calls to present material status
  • Provide Manpower estimates for both onshore and offshore throughout the phases of the project
  • Promote Health, Safety, Security and Environment within project team
  • Be responsible for Close Out of Material Management and Warehousing activities at completion of Project
  • Provide Lessons Learned reporting throughout Project Lifecycle

Role Requirements:

Qualifications/Training:

Essential:

  • SVQ/Standard grade education or equivalent
  • Demonstrable relevant experience and exposure
  • Thorough knowledge and application of Materials Management Systems
  • Extensive working product knowledge of typical oil and gas brownfield materials (piping, E&I, structural)
  • Full understanding of Export and Import Controls (Union Custom Code, Export Compliance- Dual Use)
  • IT Literate (Excel/Word etc)
  • Previous supervisory experience managing Materials Manage team

Desirable:

  • Dangerous Goods by Air and Sea
  • VHF Short Range Radio

Experience:

Essential:

  • Experience of managing a Materials team in a client facing role.
  • Experienced in the control and management of materials from receipt at warehouse through to distribution to required site location
  • Extensive working knowledge of material systems, process controls, warehousing and logistics within the oil and gas industry
  • Extensive knowledge of legislative requirements for onshore and offshore materials management including understanding of Export processes and Dual Use legislation
  • Detailed knowledge of materials management systems, e.g. PaMMS, SAP, MAXIMO, CONVERO, etc.
  • Ability to provide Strategies and implement procedures
  • Proven ability to work to demanding project schedules
  • Experience providing Material Management Statistical Data and presenting to client
  • Ability to identify oil and gas project materials and equipment
  • Experience in the handling, storing and preservation of oil and gas project materials and equipment
  • Experienced in compliance with and developing HSSE protocols to ensure no harm to personnel, or cause damage to equipment or to the environment.

Desirable:

  • Previous experience using Electronic Tracking and Material Management Systems (Track and Trace)
  • Previous Offshore / Site experience
