Job Description

WorleyParsons are looking to recruit a Senior Cost Engineer on a contract basis for a duration of 12 months. This will be initially based within our Stockton office, progressing to rotational work in Lagos, Nigeria on an 8/2 rotation.

Role

To assist in leading the site based Cost Engineering Service to the project in accordance with Contract Execution Procedures.

Responsibilites

  • Understand all relevant documentation pertaining to the construction phase of the project including scope of services, conditions of contract, project execution plan, project schedule etc.
  • Work within standard project cost engineering procedures. Ensure that these procedures comply with contractual reporting requirements and, if not, modifying accordingly.
  • Prepare activity plans to accomplish all work required by the field procedures and to ensure sufficient manpower availability.
  • Liaise with Client Project Control personnel as necessary.
  • Prepare cost budgets from the cost estimate, and update them on approval of contract changes and budget transfers.
  • Disseminate budget information to all operating groups, providing clarification and additional information where necessary and ascertaining commitment to budgets as the cost target.
  • Generally instilling cost awareness in the project in the project organisation such that capital costs are controlled and changes to work scope are identified and quantified.
  • Obtain from operating groups, the latest information pertinent to cost analysis and ensuring its accuracy and completeness. Attending meetings concerning cost matters.
  • Maintain a comprehensive material and construction quantity control and reporting system to include the current status of budget, material take off and forecast quantities with input from the HO as required.
  • Liaise with Construction Project Planning Engineer on analysis of project status. Reviewing the impact of cost and schedule changes upon each other.
  • Identify and analysing deviations and trends against the budgets. Investigating such deviations with the relevant group and advising Construction Manager/ Project Control Manager of issues requiring corrective action.
  • Establish and maintaining all cost recording documentation, providing comprehensive cost analysis and preparing forecasts of final construction costs.
  • Review overall project status and forecasts with Construction Manager / Project Control Manager each month.
  • Prepare and issue Change Flags and Trend Notices to record changes to scope and changes to forecast respectively.
  • Assist the Project Cost Engineer with the preparation of the monthly Contract Profit Report (CPR) by providing associated back up.
  • Assist with preparation of the monthly man hour backlog report by supplying MPP data and associated back-up.
  • Ensure reconciliation on a quarterly basis between Field Cost Reports and Accounting Department cost and billing information.
  • Prepare final construction cost statistics and advise on effectiveness of procedures and systems for possible developments on future projects.

Role Requirements

  • Proven track record with Cost Engineering on a large Oil & Gas, preferably On Shore LNG Construction Project.
  • HNC or relevant experience
  • Previous experience, preferably in the Oil and Gas industry
  • Experience in working to tight deadlines
  • Capable of communicating with project groups and third parties to agree standards, systems, processes to meet the project and Client requirements
  • Capable of proposing improvements/developments of systems and processes
  • Capable of identifying and providing input to Cost related improvement initiatives
  • Capable of managing a coordinated approach to resolving procedural issues in a timely manner
  • Sound IT skills, familiar with Microsoft packages such as Word, Excel etc
  • SAP experience is preferable but not essential
