Job Description

The Health & Safety (H&S) Manager is responsible for providing advice to the Senior Project Management team on matters related to Health and Safety and CDM compliance.


The Health & Safety manager has a dual reporting line to fulfill towards Principal Offshore Safety Engineer in Iberdrola Offshore HSQ Business department and reporting to project's Director in EA II


The H&S Manager will head up the Health & Safety Department in the EPC Offshore Wind East Anglia Three Project including the OFTO-Package. The job holder leads the H&S team both at the London office and the offshore site including onshore roles which are managed by a Health & Safety Site Lead.

Responsibilities

  • Monitor the effectiveness of the Project H&S Plan, seeking continuous improvement. Review the safety controls and adjust safety controls if necessary
  • Work alongside the Project Management Team and CDM Advisor to ensure. However, initially s/he would need to also cover the CDM advisor role so they need both skills
  • responsible for ensuring safety input to the project Risk assessment process (HAZID/HIRA) both to ensure that both the design and associated construction activities have been sufficiently assesse
  • To work with CDM advisor for the project and the project management team to ensure CDM compliance on the project
  • Appropriate procedures are in place to meet the project CDM obligations. Meet regularly with the project CDM Adviser to achieve alignment
  • Implementation of a procedural HSE Plan for the offshore site including site mobilization and set up, OSS set up; OFTO and general onshore works including all necessary drills and exercises to be conducted.
  • Set up an 'audit program' so that (sub-) contractors are audited, selected and qualified against industry best practice, l, including assessing legal and quality requirements, including on effective and documented follow-up actions
  • Project documentation to be drafted, implemented and kept up-to-date and in compliance with project document management system.
  • Provide constant H&S management support to the project site by assuring through regular meetings, walk-downs and reporting through the site team
  • Assist site management team in creating an induction process for new personnel on site (new-starts or subcontractors). A traffic management plan is in place for the controlled pre-assembly port
  • Assures that the site H&S advisors provide support to the construction team with respect to reviewing and accepting subcontractor documentation, including Risk Assessments and Method Statements.
  • Assures that the site H&S advisors support the permit process and liaise closely with any nominated permit issuers.
  • Assure that Project Personal Protective Equipment Requirements are defined in line with applicable UK legislation and that any further requirements due to high risk activities are documented in project/subcontractor documentation.
  • Ensure that a system is in place to provide sufficient and appropriate PPE to IBR personnel.
  • Develop and maintain a training matrix for all project H&S resources..
  • Ensure that Iberdrola and the site contractors report accidents and incidents to the appropriate Health & Safety Executive as applicable.
  • Set up an efficient Offshore Health & Safety department on project level and implement procedures that works is not repeated and rather to be kept effective by assuring the suitable H&S personnel are hired. Where possible using established procedures from across the business

Education

  • The job holder is to minimum educated to Bachelors (BSc/BEng) degree level either in engineering oriented subjects or occupational safety

Specialized training in

  • It is required that s/he hasundergone further education in Occupational Health & Safety British health, safety and environment qualifications.
  • The applicant must have a NEBOSH National General Certificate in Occupational Health and Safety, although the NEBOSH Certificate in Construction Health and Safety would be preferable.
  • It is highly preferable that the applicant have the NEBOSH National Diploma in Occupational Health and Safety.

Other requirements

  • A minimun five years offshore wind experience is preffered
  • Experience with database systems such as action tracker
  • Must have a good understanding or desire for European and harmonized Health & Safety (legislative) requirements
  • ISO 45001 and 9001 knowledge desirable
