E&P Electrical supervisor for S&T works on light Rail

Job Description

Undertake the role of Electrification Supervisor. Lead and direct the DC Electrification Construction activities, ensuring timely completion of the work, whilst maintaining the integrity and security of all relevant equipment. Undertake liaison with the Electrification Engineer & Electrification Manager, the Design & Construction team and subcontractors to ensure that all Construction related issues are resolved in a timely and cost effective manner. The Electrification Supervisor is responsible for confirming that that the discipline Design and Installation complies with all applicable standards, legislation, Contract requirements and specifications.

  • Lead coordination and completion of detailed design by specialist contractors from information supplied including high and low voltage, communications and signaling for both tram and highway systems.
  • Manage installation and testing of works
  • Produce inspection and test plans for electrical works
  • Act as Authorised Person for purposes of isolating, testing, remova, installation and energizing electrical and related systems.
  • Produce and manage safe systems of work for works to existing and new electrical systems.

  • Plan & Supervise the Construction activities for MMA electrical installation and related works , particularly ensuring high Safety standards are adhered to by ensuring Engineering compliance with Company Rules, Regulations, Statutory Legislation & NR Standards.
  • Provide support to the Delivery Team and Design & Integration Team to ensure Design Constructability & interface with the other disciplines within the construction team.
  • Complete Work Package Plans, Task Briefing Sheets, redline drawings, gauging records, Inspection & Test Plans & Section Proving Documents for the TBA to review & endorse for the Health & Safety File documentation.
  • Liaise with Delivery Team and Sub-Contractors, Designers and to ensure that Construction related issues are resolved in a timely and cost effective manner.
  • Ensure staff attitudes to personal Safety and all requirements to the Health & Safety at Work regulations are paramount, especially aspects of the local Policy Statement for which the jobholder is directly responsible.
  • Assist the TBA in Implementing systems of review and inspection to ensure Design shall not include any products, materials, equipment, infrastructure or other system in their Design that are not approved for use in accordance with current Network Rail product acceptance standards. Ensure quality & compliance with the relevant NR standards.
  • Assist the Electrification Engineer & Electrification Manager in ensuring all staff is competent to carry out their work, including certification and licensing.
  • Brief Work Package Plans & Task Briefs to the Construction Teams
  • Brief and apply Behavioral Based Safety principles to the team on a regular basis so they become part of normal working life.
  • Work with the Testing and Commissioning Manager to develop the testing and commissioning programme.
  • Manage off-site fabrication and testing prior to installation
  • Manage, facilitate and take part in factory acceptance tests.
  • Manage installation, testing and commissioning of all new electrical and related systems work, the latter in conjunction with the Testing and Commissioning Manager.
  • Manage production and issue of Material Acceptance Record submissions for electrical and related works
  • Raise / manage requests for information for electrical and related disciplines
  • Raise / manage non-conformance reports for electrical and related disciplines
  • Take part in CDM and transportation safety hazard identification and risk reduction and management exercises.

Business

  • Assist the Electrification Engineer & Electrification Manager with budgets and maintain cost control processes to support target delivery in accordance with company procedures.
  • Assist & Support the business development activities of the Renewals Division.
  • Assist & support the Electrification Engineer & Electrification Manager with established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on team's performance. Use the feedback to identify outstanding performance and improve poor performance.
  • Assist & support the Electrification Engineer & Electrification Manager with the maintenance of competency management records for all employees and subcontract staff.
  • Ensure personal site diary maintained with daily events recorded appropriately.

Organisation

  • Support and participate in an efficient organizational structure, ensuring the right balance between staff and agency staff where applicable.
  • Provide information regarding resource availability and competency for Electrification & Plant related bids and/or projects.

Team Performance

  • Maintain a system of scheduling and tracking resource utilisation to efficient utilisation of Electrification staff
  • Assist with the delivery of the team's performance using the Company's Competency Management Framework and Performance and Development process to identify development needs.
  • Support the maintenance and updating of staff Competency Records within the Track Division database.

Technical

  • Undertake monitoring and surveillance of all Electrification Construction staff to a predetermined plan each year and provide reports in accordance with company procedures.
  • Ensure that resources delivering Electrification Construction activities within responsible projects comply with relevant specifications and standards set by company & industry standards
  • Responsible for resourcing the staff and supporting resources to the teams delivering high quality technical services and solutions, improving technical excellence within the Division.

Support

  • Interface with the Production Manager, Electrification Engineer, Electrification Manager & Sub Contractors to develop integrated services to clients.
  • Support the Electrification Engineer & Electrification Manager with Managing processes to optimise project delivery and also to provide consultative advice on Technical Electrification issues where applicable.

Safety & Quality

  • Ensure by audit and review that all internal resources are competent to undertake their specified works in accordance with all Network Rail and PC procedures where applicable.
  • Ensure by audit and review that all external resources (subcontractors) are competent to undertake their specified works in accordance with all Network Rail and PC procedures where applicable.
  • Provide for review any Electrification Engineering or Construction related quality & Safety issues. Any other reasonable duties as required from time to time.

  • Have Electrically biased qualifications such as City & Guilds or NVQ or equivalent Rail industry experience
  • Ideally Holds PTS, COSS/IWA competencies
  • Proven experience of team leadership and influencing staff
  • Previous experience of DC Electrification Construction activities with a thorough working knowledge of Network Rail standards
  • Proven experience of delivering Renewals & Projects to the agreed timescales
  • Understanding of all other rail disciplines and interface.
  • Provide support to the Electrification Engineer / Manger of budgeting, profit and loss and reporting
  • Good Communication Skills
  • Good Level of IT Skills
  • Ability to work as a Team
