Job Description

WorleyParsons is currently recruiting a Decommissioning Project Engineer to join our Oil and Gas project delivery operation in our client offices in Aberdeen for a period of 12 months.

Role Review

You will join the Project Management Function which leads the sucessful delivery of our projects from concept, FEED and detailed design services for both onshore and offshore Oil & Gas facilities. The Project Management Function provides Project Directors, Project Managers, Project & Interface Engineers, and Package Managers ensuring that stakeholder objectives are met. Projects undertaken can be variety of contract basis, lump sum, reimbursable or risks and rewards. Project size and complexity can vary significantly

Purpose Statement

The purpose of the Decommissioning Project Engineer is to support the Project Manager in the sucessful definition and safe execution of decommissioning projects to the outcomes agreed with stakeholders. The position will report to Project Manager and will interface with asset, commercial, operations, HSE partners, regulators and EnQuest leaderhip team.

Principal Accountabilities

The Decommissioning Project Engineer is responsible for providing project engineering support to decommissioning projects from Appraise through Define (Project Sanction).

The Decommissioning Project Engineer will ensure that the project decommissioning plans and budgets are delivered in line with agreed metrics. Internal relationship management, and effective teamwork are significant components of the position.

The Decommissioning Project Engineer is accountable for ensuring all activities are carried out in compliance with company, industry and regulatory requirements.

  • Support the PM to ensure the Project is delivered to the agreed decommissioning plan in terms of risks and uncertainties, costs, schedule, HSEQ and operational/technical performance. Supports the contractor management process by developing highly positive relationships with partners, contractors and suppliers.
  • Support the PM to ensure the preparation of project execution plan and structure and the preparation of the final approved project scope/specification. Ensures project configuration is kept up to date and in line with EnQuest's Decommissioning Delivery Process, Investment guidelines and Partner and Government requirements.
  • Responsible for preparation of key project documents in support of the project such as SMP, Risk Register, PEP, BoD and Decision support papers.
  • Ensures all relevant parties comply with corporate policies, standards, procedures and guidelines and relevant regulatory requirements in relation to all project activities carried out internally or externally.
  • Support the PM on ensuring highly effective communication and reporting processes are in place and that all key contributors/parties involved in the project e.g. asset teams, HSEQ, sub-contractors are kept advised of progress and clearly understand and meet their project commitments e.g. Consents and Notifications are registered via HSEQ teams.
  • Identifies and manages threats and opportunities to the project.
  • Ensures alignment of key interfaces and change management at all phases of the project.
  • In conjunction with the procurement team, support the tendering, evaluation and negotiation process in relation to the award of service and support contracts relating to the execution of projects. Work closely with the partner organization to ensure the project success.
  • Maintains an up to date knowledge of technology, industry initiatives, etc. which could support the successful implementation of projects.
  • Compile scope and tender documents as required obtaining agreement from stakeholder.
  • Collaborate to improve safety & efficiency of workforce.

Experience

  • Experience of projects, decommissioning and operations gained in an operating company
  • Experience of UKCS assets and decommissioning
  • An able presenter to senior management
  • Awareness of UK Oil & Gas Regulations & International standards and codes
  • Comfortable communicator in formal environments to peers, management teams and decision makers. Keen to develop management and leadership skills
  • Experience interacting with all technical and non-technical disciplines
  • Understand the requirements of budgeting, finance and cost control
  • Understands the link between project decisions and company strategy
  • Builds and maintains strong working relationships with colleagues and customers
  • Developing a knowledge of risk and assurance management principles
  • Strong discipline technical skills are required
  • Understand the interface between technical and non-technical inputs to the decision making process
  • Demonstrates an awareness of the requirements of gated project decommissioning processes
  • Exposure to project risk evaluations and awareness of value assurance requirements
  • Experience of delivering projects to APM framework

Qualifications

  • Degree qualifications or equivalent
  • Project Management qualification
