Job Description

WorleyParsons are looking to recruit a Commissioning Co-ordinator on a contract basis for 12 months. This role will initially be based within our Stockton office, progressing to rotational work in Lagos, Nigeria on a 8/2 rotation.

Role

  • Accountable for expediting the safe and timely preparation and execution of the project Commissioning work scope, in adherence with project HSEQ safety targets, procedures and practices.
  • Accountable for ensuring Commissioning activities are carried out in accordance with project specifications, standards and procedures.
  • Accountable for developing and approving Commissioning strategy and procedures.
  • Accountable for ensuring project Commissioning activities are carried out in accordance with project schedules and budget.

Objectives

  • To assist in ensuring all project / company HSE goals are achieved and where possible exceeded.
  • Ensure all commissioning personnel are aware of safe working practices / procedures, and are provided with a safe working environment.
  • Effective liaison with any third party client or verification body personnel
  • Deliver a high standard Commissioning service to the project, ensuring a consistent and efficient approach is implemented at all times.
  • Implement a continuous improvement philosophy across the Commissioning function, delivering best practices at all times.
  • Manage, support and develop Commissioning personnel.
  • Maintain and deliver the Commissioning function within budget and on schedule - where applicable implement cost /time saving initiatives.
  • Ensure a safe and effective permit to work system is in place for all pre and commissioning activities.

Responsibilites

  • Supervise and support Commissioning personnel in the safe and structured delivery of the Commissioning work scope and processes, ensuring all applicable site / project safety procedures are fully and properly implemented.
  • Provision of support and training to completions personnel, ensuring personnel are competent and possess the required skills - liaise with the project Safety Representative to ensure that all staff have been trained in their use.
  • Actively participate in all company and project safety initiatives.
  • Assist in the development, issue and updating of all applicable Commissioning strategies, procedures / working practices and system / sub-system boundary P&ID's required for the delivery of the Commissioning process - ensure compliance with project standards, specifications and procedures.
  • Approve all system / sub-system mechanical completion, pre and Commissioning sign-off certificates / milestones.
  • Provide Commissioning input into project design during the project design phase.
  • Develop Commissioning logic diagrams and provide Commissioning input to the project plans and schedules.
  • Deputise for the Commissioning Manager.
  • Monitor and report Commissioning progress on a regular basis.
  • Management and review of change control associated with the Commissioning process.
  • Liaise with Completions personnel to identify and deliver early pre and Commissioning gains.
  • Audit site / project activities on a regular basis to ensure all compliance with project safety, environmental and quality requirements.
  • Interface with Project Management and Client Representatives on all matters applicable to Commissioning, providing accurate reporting on status including identification of issues or concerns which may impact project delivery.
  • Liaise with client representatives to ensure, where applicable / required, Commissioning data / services are supplied.
  • Liaise with the Project Engineering office to ensure P&ID's and other drawings are produced in line with Commissioning requirements.
  • Liaison with Construction and Completions Teams in the development of project handover strategy and sequence.
  • Manage / attend project HAZOP's/HAZID's and accident / incident investigations.
  • Review / approve and supervise the design and installation of minor temporary utility systems / supplies.
  • Attend Permit to Work meetings and approve work permits.

Qualifications

Essential:

  • Minimum HNC in an Engineering related subject.
  • Recognised O&G discipline background.
  • Fully conversant with Project Management Systems with extensive knowledge of Project Hook Up / Construction / Commissioning practices and procedures.
  • IT Literate (Excel / Word / Powerpoint etc) with experience in Completions Management Databases.
  • WorleyParsons mandatory training, Induction, RA, etc.

Desirable:

  • Degree educated in an Engineering related subject.
  • APM Level D qualification, or above.
  • Management NVQ level 4 / 5.
  • Conversant with TRM process.
  • Conversant with project tender / estimating process.
  • Accident / Incident Investigation training.
  • BOSIET / Approved Offshore Medical - essential for an offshore position.
  • MIST or CCNSG / Safety Passport.

Experience

Essential:

  • Demonstrable experience in similar role or Senior position in Commissioning / Construction.
  • Delivery focused with proven experience in achieving project goals whilst maintain high standards in HSEQ at all times.
  • Extensive knowledge of the Commissioning process, its implementation and management. Fully conversant with project management tools.
  • Experienced in the production of detailed procedures / documents / reports.
  • Experienced in the management of personnel and all aspects of team working.
  • Extensive knowledge of O&G related HSEQ safe working practices / procedures.
  • Ability to deliver training to personnel within the Commissioning team - commitment to develop team members.
  • Ability to interface and interact with Management and Client Representatives at all levels.
  • Detailed understanding of modern planning systems and their use in the execution of Commissioning as well as project work scopes.
  • Detailed knowledge of the Commissioning process and associated systems.
  • Detailed knowledge of permit to work systems.

Desirable:

  • Conversant with Tendering / Estimating / TRM processes.
  • Conversant with HR practices / processes.
  • Experience in similar role.

Technical:

  • Ability to interpret project procedures and drawings in particular extensive understanding of P&ID's / SLD's / D&ID's etc.
  • Ability to produce technical documents and procedures covering all aspects of the Shutdown process.
  • IT Literate in all major software packages (Word / Excel / PowerPoint etc).
  • Ability to compile accurate data and produce detailed management reports.
  • Extensive experience of construction / commissioning related activities.
