Location:- Manchester with travel Purpose of the Role To deliver an efficient Electrification & Plant design function that is able to provide the Engineering Division with high quality resources to meet current and future project requirements. Key Accountabilities • Manage team cost against budgets • Recruit, organise, manage and develop a first class Electrification & Plant design team • Allocate resources to tendering and projects to deliver required skills and keep the team utilisation on or above target • Deliver work within agreed timelines, according to the agreed quality and in line with all safety rules, standards and principles Key Tasks and Responsibilities Business • Agree annual budgets and establish and maintain cost control process to support target delivery • Participate in the business development activities of the Engineering Division • Establish ways of working with customers (internal or external) to ensure ongoing feedback on team’s performance. Use the feedback to praise outstanding performance and improve poor performance Organisation • Develop an efficient organisational structure, ensuring the right balance between Colas Rail and agency staff • Undertake reviews of Electrification & Plant suppliers to ensure they have technical approval for goods and services supplied and ensure performance management of specialist consultants and contractors Provide information regarding resource availability and competency Electrification & Plant related bids and/or projects Team Performance • Establish and maintain a system of scheduling and tracking resource utilisation to ensure that non fee earning work is on target and take action if utilisation is below target. This includes finding work and flexing staff numbers • Manage the team performance using the Company’s Electrification & Plant Competency Management Framework and Performance and Development process to identify development needs and ensure that everybody across the Electrification & Plant organisation has a Personal Development Plan in place to address the skill gaps • Maintain and update staff Competency Records within the Company database Technical • Ensure that all resources delivering engineering and design activities across the Engineering Division comply with relevant industry specifications and standards • Ensure that technical briefings are implemented in accordance with company and industry requirements by a suitably qualified member of the Electrification & Plant team • Lead the team in creating innovative solutions to achieve industry leading engineering Support • Interface with other Team Leaders, the Engineering Manager and other divisions to develop integrated services to clients • Where required, undertake the role of Project Manager, bid manager or technical reviewer Safety & Quality • Ensure by audit and review that resources are competent to undertake their specified works in accordance with the Safety Critical Work Regulations • Produce and/or review Electrification & Plant related quality & safety documentation Candidate Profile Experience • Chartered engineer or working towards this • Experience of managing a business function with financial accountability • Proven experience of team leadership • Knowledge of Electrification & Plant GRIP 3 to 5 design and engineering activities with a working knowledge of Network Rail standards • Proven experience of delivering Electrification & Plant design schemes within set budget and timescale • Knowledge of Electrification & Plant protocol and standards within the rail infrastructure industry, with overground applications • Understanding of other rail disciplines and interface management Behavioural Skills • Customer Focus • Analysis and Decision Making • Drive and Energy • People Development • Influencing/Gaining Commitment Other Skills • Excellent level of business acumen with sound knowledge of budgeting, profit and loss and reporting
